Plus the premiere date at https://www.funimation.com/simuldubs/ is about a month after the premiere in Japan.

It's called Source Connect and I believe it's more practical to use rather than regularly fly back and forth to Funi HQ.

Will Carrie Savage return? I mean she did for the more recent movie but she doesn't really dub much anymore and lives on the East coast last I knew.

The Zero arc was simuldub so its not that surprising. Still we didn't know for sure, so this is great news.

Considering that Lisanna only sporadically appears, I don't think it should not be much of an issue for Carrie to reprise her role as Lisanna.

Most likely but for all I know this new season will involve Lisanna much more than recent arcs. I have no idea, I don't read the manga so I don't know what to expect.
