I'm glad to see them finally releasing the final episodes dubbed.

I'm sure Aleks will do a great job...but it really sucks Billy couldn't finish the series, especially with how pivotal these last two episodes are for Shin. But I understand.

and judging by the severity of his situation,it's unlikely he will come back later to record for the BD release(like Chris Ayres did for the Tournament of Power episodes of Dragon Ball Super) unless they postpone it for a year or two...

Have they done the first cour on home media yet? If they haven’t they could just release that now and then release this one afterwards.

No announcement on a home video release yet; in fact, I'm not even clear at this point who would release it.

With the major convention season due to start soon, I'd expect an announcement sometime in the next couple of months.
