I think it's gonna be supervised by Toriyama because he seems to be personally involved with this project more than with Super, judging by the reveal comment.

Anyhow, how much does the anime writer have to say in the case when the original author is working on it too?

Yeah, let's ignore her other works. And as aforementioned she's merely adapting what Toriyama has written down, she isn't writing the story herself.

Every body turning into kids. Have a feeling this is going to be on par with GT, but don't mind being wrong. I more so wanted the Moira arc animated.

Toriyama trying to do a reset on characters eh? I am a bit skeptical given his failure to pivot away from Goku and how badly received some of his sillier explorations has been. But who knows perhaps he can finally put super saijin 7-8 behind him and get back to designing interesting fight choreography that doesnt require a whole new power level to explain threats.
