It's tied in the sense that it's based on the 2018 version's characters. But it's not important whether you watched the series or not since the movie is an origins story.

I will be very sad if this movie doesn't make its way to the US.

GeGeGe no Kitarou (2018) was one of the best series released that year. Its 20th episode got my vote for best single episode of the year. It's all on Crunchyroll.
