The number of box sets per shipping box.

Distributors typically give a price break for ordering in case quantity, because they don't have to repack.

A retailer only ordering 12 would look at the case quantity and know they were not anywhere close to get a discount, whereas another order 28 would know they consider checking the price for ordering 30.
