That's... low.

They're not gonna dub this one, PERIOD. It's not worth the expense if nobody's coming to watch it in theaters.
I guess we shouldn't be surprised... The "love affair" with Ghibli in States was at best a short-lived fad. Unless it's the latest "hip buddy/kid growing up" CGI film by Pixar, Dreamworks, or a Disney princess story, the "animation theatrical crowd" won't give it a second glance.
It's not as if the home-grown American animation industry has helped itself by being highly restrictive in the type of film it supports theatrically. The TV product itself goes in generally short spurts of quality depending on the writing and the character design. I'd definitely say the US industry is in a general creative lull and there's very little to be excited about new-content wise right now. Voltron? <Snort> That's only the second time THAT series has been revived with new content or reboot in the last 18 years or so!
Hopefully, in a few years, it'll be a different story...

For all the complaining about the state of the anime industry, I say it's still generally better and more interesting than what's being done in the States. Right now, oddly enough, I find the real gems for anime are in some of the new theatrical releases and re-releases of theatrical films on home video. I wouldn't have said that a few years ago... It seemed like ALL the good stuff was on TV format and that no longer is the case! And the good stuff is NOT all Ghibli, either, now.
I wish some company WOULD get around to re-releasing Satoshi Kon's earlier work on BD format in the States, though. I did drop the suggestion off on the Criterion website and was surprised to hear from a rep! If enough of us DID register with Criterion and MAKE a suggestion or two, they MIGHT consider it... It's not unprecedented... Criterion DID release Akira in the long-distant past on laserdisc AND they have licensed a few animated films (but nothing I'd buy right now). Kino Lorber has also licensed older animation but it's stuff I STILL didn't like even as a kid! LOL

We'll get Ocean Waves later this year -- by November, tops, hopefully sometime in late Spring/Summer -- but it won't be dubbed.

Again, the current theatrical run by GKids is NOT the first time this film has been screened in the States or Canada. Earlier Ghibli festivals and anime cons HAVE screened Ocean Waves before.

It's one of the last two(?) Ghibli films still not released on Blu ray in the States.
The other unreleased to BD film (in North America) is My Neighbors the Yamadas.
I'm beginning to doubt whether Disney will release My Neighbors the Yamadas on its own. That will probably have to be sub-licensed from them if they even have the rights to it still...

People have this funny idea that Disney actually releases all that it owns or has licensed on its own... that's absolutely not true. Some of their own films (like "The Black Hole") have been released by other home video companies (Lionsgate or Artisan) before Disney got around to doing their own release.
Most of the Disney animated TV series never get full releases. That includes both classic and newer/current production series. "Kim Possible" is one of a relatively few "newish" series that did get a full series release on DVD. Still MIA are most of the Marvel series Disney DOES own as well as the remaining episodes of "Gargoylyes" (unless that's changed) and a lot of the 1980s series and 1990s series. They did start quite a few old series but NEVER finished the home video releases.
Of course, the most (in)famous case of a Ghibli license not being released in the US has been "Only Yesterday" prior to "My Neighbors the Yamada" which DID get a DVD release but no Blu ray so far..

I'm making it a priority to get ALL the Ghibli films on BD soon -- within the year... I've got my copies of the Miyazaki-helmed BD's except Porco Rosso. Somehow, I think the Disney license for the Ghibli films will expire within the next year or two and THEN it'll be really tough to get any of them on BD (or DVD)!

Well what do you expect dude? It's a TV movie. They weren't going to dub it regardless. These limited runs rarely ever make any more than a few hundred thousand tops. Not that many more people saw Only Yesterday in theaters, but that got a dub. That's likely because they know they'll get most of their money back (hopefully) through BD/DVD sales. I decided to just wait for the bluray of Ocean Waves, as I'm sure a lot of other Ghibli fans are opting to do, and the story really doesn't warrant a dub anyway imo. Also, people's interest in Ghibli sure as hell wasnt a "short lived fad." Their films are still very much popular worldwide and in the west, more so than any other Japansse animation, that's for sure.
