I always thought that Aoni has the most legendary seiyu.

She could appear more often in Toei anime now.

How significant is changing agencies to VA's career? Does one has better connection to the top brass in the production (and therefore better chance at landing roles) than another?

Can be significant. As you've already guessed, better and more relationships with sound production studios means more audition and casting opportunities.
