But the news is about the Live-action TV series. The anime was set in Elementary school.

If the girls depicted in the picture are elementary school kids, of course it's a crime.
Thing is, when I watched the series long ago, I think it's not very suitable for kids, and/or maybe it's quite hard to find a lot of talented child actors. |

The series isn't very scary (even with a horror theme) but there is a lot of sexualization of grade school kids. I'm not to shocked it was moved to a high school setting.
