So is this supposed to be set during the Georgian era, that's the vibe the character design and design feel like.

At first I was really excited about this because this manga is honestly my favourite on Crunchyroll...but the short itself felt more like a fancy motion comic than an actual animation...like all they did was mess around with Moyoco's art in AfterEffects. It made for an interesting mood, though.
